Course Description:   The National Emergency Management Basic Academy is a gateway for individuals pursuing a career in emergency management. Similar to basic academies operated by the fire service and law enforcement communities, the National Emergency Management Basic Academy will provide a foundational education in emergency management.

The goal of the Basic Academy is to support the early careers of emergency managers through a training experience combining knowledge of all fundamental systems, concepts, and practices of cutting-edge emergency management. The Academy provides shared classrooms of adult learners and skillful instructors resulting in a solid foundation upon which to build further studies and sound decisions.

Classroom Course Requirements:
The Basic Academy consists of the following classroom courses. E/L0101, Foundations of Emergency Management, should be taken first, but is not required.

All five courses must be completed to receive the Basic Academy Certification.

Course Description - L0101: The Federal Emergency Management Agency (FEMA)recognizes the need to tie training programs to an established set of emergency management competencies and to a career development program through a progressive training and education system that includes the entry-level Academy, called the National Emergency Management Basic Academy. Training objectives for this course, Foundations of Emergency Management, are based on the newly established Emergency Manager competencies that the National Emergency Management Association (NEMA); the International Association of Emergency Managers (IAEM); and local, State, territorial, and tribal emergency management professionals have established in coordination with the Emergency Management Institute (EMI).

The following topics in emergency management are covered in this course: legal issues; intergovernmental and interagency context; influencing, organizing, social vulnerability issues; managing stress; collaboration, preparedness; team building; mitigation; response; prevention and protection; ethical decision-making; recovery; technology; administration; and the future. Prerequisite Requirements: IS100, IS120, IS200, IS230, IS235, IS240, IS241, IS242, IS244, IS700, IS800

Course Description - L0102: This course in theNational Emergency Management Basic Academy is designed to provide the participants with an overview of scientific principles and concepts that shape ourincreasingly dangerous world.

Course Description - L0103: This course in the National Emergency Management BasicAcademy is designed to give basic concepts and planning steps to those new to the field of emergency management so that they may apply planning discipline and skills to challenges in their jobs. The course content includes emergency management planning doctrine and steps to take to accomplish writing plans and using them to deal with special events, which are common challenges for all jurisdictions.

Course Description - L0146: The HSEEP is anintermediate-level course that provides a comprehensive overview of exercise design along with practical skill development in accordance with the HSEEP Doctrine. This course uses activities that will give participants an opportunity to interact with many of the templates and other materials that provided by the National Exercise Division to ensure exercises are conducted ina consistent manner.
Prerequisite requirement: IS120

Course Description - L0105: This National Emergency Management Basic Academy course introduces the participants to what the Public Information Officer (PIO) does in emergency management along with the basic information about the Integrated Public Alert and Warning System (IPAWS). The PIO topics covered include the role of the PIO; communication tools and resources encompassing social media; effective communication; preparing the community through outreach and other means; and communication in an incident. The IPAWS topics covered include what the system is and does, preparing alert and warning messages,and writing common alerting protocol messages. This is a 3-day classroom course which gives participants time to perform activities and exercises to reinforce the knowledge and build basic skills. Prerequisite requirement: IS29

Note: This course is POST certified for State of Nevada commissioned officers.

Target Audience:   The National Emergency Management Basic Academy is designed for newly appointed emergency managers with less than three years of experience, including members of State, local, tribal, and territorial homeland security or emergency services programs; Non-governmental organizations,voluntary agencies, or professional organizations; Private sector emergency management offices; College or university emergency management staff; and FEMA,federal partners, military and emergency managers at other departments or agencies.

Course Materials:   DEM will be using the Federal Emergency Management Agency's preferred method of "green" course delivery. All course materials will be provided electronically to the participants approximately two weeks prior to the course date. The participant will then have the option to download the material or print it for their personal use during class.

If not already completed, set up a NDEM account, register for each course(s) and upload pre-requisite certificate(s) to: https://www.nvntqs.net.

If the prerequisites are not included on the student's training portal transcripts, it is the student's responsibility to upload the certificates of completion when registering for the course. Registration is required for each Basic Academy course, L0101, L0102, L0103, L0146, and L0105.

Registration deadline for the Basic Academy is no later than February 23, 2024.

Notes:   If a student is unable to attend for which he/she is registered, it is the responsibility of the student to withdraw from the course on the training portal at least seven (7) days prior to the start of the course. Failure to timely withdraw from the course may result in the student being limited from registering for future classes. Withdrawals less than 7-days prior to the start of the course will be permitted for a documented emergency that is approved by the training supervisor.
